Our commitment: obligation of means, not results. Toprank Europe manages all administrative and technical steps on your behalf — but homologation approval is issued by independent French and German authorities (DREAL, UTAC, TÜV, Zulassungsstelle). We cannot guarantee approval, only rigorous and expert management of your file.
We conduct a free feasibility assessment before accepting any mandate. Vehicles that do not meet basic eligibility criteria (engine swaps, right-hand-drive conversion, track-only, salvage title) are declined at the outset — at no cost to you.

COC-based registration via Germany or France
Feasibility Analysis
We review your vehicle's age, origin, registration status, and any modifications to confirm eligibility and identify the optimal homologation route.
Strategy & Quote
We provide a detailed breakdown of management fees and estimated external costs for your specific vehicle and chosen route.
Document Preparation
We compile and translate all required documentation: Japanese title, specs, provenance records, and authority-specific forms.
Authority Procedures
We coordinate with DREAL, UTAC, TÜV, or Zulassungsstelle as appropriate — scheduling appointments and handling all correspondence.
Technical Compliance
We manage any required technical inspections, emission tests, or modifications in collaboration with approved workshops.
Final Registration
Once approved, we finalize the French carte grise and definitive plates — your vehicle is road-legal in France.
Management fees cover Toprank Europe's expertise and coordination time. External costs (testing, transport, official fees) are billed at customers cost.

Post-2006 Vehicles — Significantly Higher Costs
Vehicles registered after 1 January 2006 must meet Euro 4 (and later) emission standards. For JDM vehicles, this typically requires UTAC emission equivalence tests at €600–1,500+ per session. Some models have no validated reference data in France, making the Germany TÜV route the only practical option. Budget significantly more than our management fee alone.
Seat Count May Be Reduced
Japan calculates passenger weight at 55 kg per person; France/Europe at 75 kg. When French authorities recalculate occupancy against the vehicle's original GVWR, fewer seats are permitted. A 5-seat Japanese car may be re-classified as 3- or 4-seat in France. This is a regulatory requirement we cannot override.
The German TÜV route is often preferred for modern JDM vehicles: it is more predictable, TÜV has extensive experience with Japanese vehicles, and German registration is valid across the EU.
The French RTI/UTAC route may be preferred when the vehicle has existing EU type-approval data, is a European brand with an available COC, or is over 30 years old (FFVE pathway available).
We analyze each case and recommend the best strategy during our free feasibility assessment.
Some vehicles cannot be homologated due to engine swaps (safety certification invalidated), track-only build, major structural modifications, right-to-left steering conversion, or a salvage/total-loss title. We assess feasibility before accepting any file.
Vehicles registered after 1 January 2006 must meet Euro 4 and later emission standards. For JDM vehicles this typically means UTAC emission equivalence tests (€600–1,500+ each), potential multiple test sessions, and some models have no validated reference data in France. The Germany TÜV route is often more cost-effective for these vehicles.
Japan uses 55 kg per passenger for GVWR calculations; France/Europe uses 75 kg. When the French DREAL recalculates maximum occupancy, fewer passengers fit within the original weight limit. A 5-seat Japanese car may become a 3- or 4-seat car in France. This is a regulatory requirement we cannot change.
AVDT (Attestation de Vérification des Données Techniques) is a French administrative verification that confirms German registration data. When a vehicle is homologated in Germany then transferred to France, the AVDT validates and transfers this data (no new tests, typically €150–200). We coordinate this step as part of our service.
A COC (Certificate of Conformity) is an official document from the manufacturer confirming the vehicle meets EU type-approval standards. For European brands imported from Japan (BMW, Porsche, Mercedes, Bentley), the COC significantly simplifies homologation. Prices vary by manufacturer: Mercedes-Benz ~€300, Porsche ~€500, Bentley ~€1,400. We order directly from the manufacturer and re-invoice at actual cost.
Minor modifications (aftermarket wheels, exhaust within noise standards, suspension, cosmetics) are generally acceptable. Not acceptable: engine swaps, structural chassis modifications, steering side conversion, or safety system deletions. We assess each case individually during feasibility analysis.
Engine swaps invalidate the original manufacturer's type approval, void emission certification, and nullify safety certifications. French authorities require documented proof of original factory configuration. This applies even if the replacement engine is "better" or from the same manufacturer.
You receive a detailed failure report and we discuss options: modifications, repairs, or alternative strategies (e.g. switching to the Germany route). Additional tests may be required at additional cost. Our management fees remain due for work performed; external costs already paid to third parties are non-refundable.
Indicative timeframes (not contractual): JDM Classic FFVE 4–8 weeks · Germany TÜV route 6–12 weeks · France RTI/UTAC 8–16 weeks · European with COC 4–8 weeks. Delays can occur due to authority appointment availability, COC delivery times, required modifications, or administrative backlogs. We keep you informed throughout.
All external costs are passed through with no markup: FFVE attestation (~€60), technical inspection / TÜV, UTAC test fees, COC from manufacturer, German registration fees, AVDT, transport (at flat rates above), and any required modifications or repairs. You receive receipts and invoices for all third-party costs.
Management fees: due in full before any procedures begin. External costs: called progressively (COC when ordering, transport before departure, test fees before appointment). Payment by bank transfer. Cancellation: within 14 days — full refund; after 14 days before start — refund minus €150 admin fee; after procedures begin — no refund of management fees.
Yes. Once your vehicle is registered we can assist with insurance recommendations, import documentation archiving, and any follow-up queries from French authorities. We remain available as your point of contact for the lifetime of the file.
